If you are on the green but farther away the person who is not on the green would shoot next until they are on the green.

When you shoot the ball and it lands on a manmade hazard you are allowed a club length away from the hazard but no closer to the hole. A manmade hazard can include golf cart paths or sprinklers.
The biggest rule in golf is to have FUN. If you are not having fun your not golfing. It is important to have fun while golfing because it will also improve your golf game.
